It seems to me, if I am reading this correctly, that the America’s Cup will interfere with any any all shipping or use of the channel in the bay.
I will note that in Newport, RI it would be the same. In order to make the races easily visible to people on shore it would be necessary to disrupt most every other use of the water.

Announcement of the America’s Cup Racing Area in San Francisco
1. Introduction:Article24.3 requires the Regatta Director to announce to Competitors the racing area on San Francisco Bay by 31 January 2011 for the Challenger Series, the Defender Series (if held) and the America’s Cup Match to be held in 2013, to facilitate Competitors’ design of their competing yachts.
2. RacingArea:Pursuant to Article24.3 of the Protocol Governing the 34th it is intended that courses for America’s Cup Challenger Selection Series, the America’s Cup Defender Series (if held) and the America’s Cup Match will be established within the following area on San Francisco Bay:
3. The above chart outlines the maximum area within which courses may be set. America’s Cup Race Management will work with the U.S. Coast Guard to coordinate activities with other users of San Francisco Bayand to ensure that the deepwater channel will remain open during the event.
