Driving on route 5 in California one sees the signs of conflict over water. It has been going on here for a long time. It is a battle the rest of the world will face in the coming years. As far as I can tell the issue in California remains unresolved. Even no action is an action; and there will be consequences.
An example of early planning is Valencia Spain where the water board dates from the 14th century and are tasked with the responsibility of regulating the water and it’s use in the region.
This reminds me of a story.
A friend of mine partnered with a former friend of his to do a season of tomomatos. (Side note, his advice – only take one partner in life, and screw them every chance you get. Except he was not pro-active in this case.) They had a good year, over a hundred acres and many tractor trailer loads. He was driving one load down I-80 in central PA and was puzzled to see many people behind and passing with their wipers on, a sunny day. Then he realized it was the tomato juice spraying behind! Then pull into the cannery. where a long arm comes out, drills down into the middle of the tomato load, samples, and guess what, Not Grade A, so we will only pay this much. So, what are you going to do with this load (season) of tomatoes? You are a prisoner to the Cannery. Farming is tough.
